Background and Education
Dr. Nancy Palacios is a first-generation native Texan with a strong commitment to the nursing profession. She earned her Bachelor of Science in Nursing from Stephen F. Austin State University in Nacogdoches, TX. Following her undergraduate studies, she pursued a Doctorate of Nursing Practice (DNP) at Baylor University, specializing as a Family Nurse Practitioner. With over 10 years of experience in the healthcare industry, Nancy's journey has spanned from her early days as a "candy striper" volunteer to her current role in leadership. Throughout her career, she has actively participated in various committees, serving as chair, co-chair, and manager advisor, all aimed at advancing the nursing field. Nancy is passionate about organizational leadership, process and quality improvement, safety, and staff engagement and retention. Her experience in organizing and implementing projects at both the unit and organizational levels equips her with the skills to find effective solutions and improve outcomes, even amidst the challenges of a rapidly evolving industry.
Public Service
Nancy served on the Board of her daughter’s PTA and volunteers at her local church and community events. Additionally, she dedicates her time to a local clinic that provides care to underserved populations. Nancy also speaks at various schools about the nursing profession and mental health, offering education to diverse groups on preventive health.

Nancy is an accomplished advanced practice registered nurse recognized for her exceptional care across more than seven specialties. With certifications as a family nurse practitioner and nurse executive, she has established herself as a leader in the nursing community. Her dedication to excellence has earned her numerous accolades, including a spot on the DFW Great 100 Nurses list and the prestigious D Magazine Clinical Nurse Excellence Award. Beyond her professional achievements, Nancy is deeply committed to personal growth and community service. She believes in the importance of work-life balance and often volunteers her time to mentor aspiring nurses. Outside of her nursing career, she enjoys spending time with her family and exploring outdoor activities, which keep her connected to nature and rejuvenated for her role as a healthcare provider.

Background and Education
Dr. “Andy” Palacios, a native Texan, has been actively serving his community in various roles. He received his Bachelor of Science in Biology and Master of Education in Educational Leadership and Policy Studies from The University of Texas at Arlington. Earning his Doctorate of Education in Educational Leadership K-12 from Dallas Baptist University, Dr. “Andy” started his career as a public high school science teacher of Advanced Placement Chemistry before taking on various administrative roles, including department chair & middle and high school assistant principal. He has worked as an adjunct faculty member at a local community college, as well as a high school principal and department director. Dr. “Andy” presented internationally on Project Based Learning and STEM in China. He was Chair of the Audit/Finance Committee and, until 2024, the Chair of the Audit/Finance/Technology/ and Governance Committee and a member of the Transit Oriented Development (TOD) Committee. He also served as a liaison to the Wind Symphony and Music Ministry Conservatory and a past council liaison for the Make It Count organization and the TAC traffic committee. More recently, Dr. “Andy” is honored to be a graduate of Leadership Metrocrest Class XXXII.
Public Service
Dr. “Andy” was elected to the City Council in May 2020, served as Deputy Mayor Pro Tem from 2021 to 2022, and as Mayor Pro Tem from 2022 to 2023. Before his election to the City Council, he served on the Capital Improvements Plan Advisory Committee (CIPAC) during the 2018 Bond Election. As a member of the Citizens' Police Academy, Dr. “Andy” has volunteered with Citizens on Patrol. He was involved with the city’s first multicultural CRASE training and served on local school district’s 2030 Collaborative Visioning Committee, where he was a past member of the Equality Task Force. He has served as a Council liaison to School Board, a Mentor, and volunteers with his church in the community.
Professional and Personal
As a former high school principal, Dr. Andy’s school received the National Blue Ribbon School award in 2022. The National Blue Ribbon Schools program recognizes public and private elementary, middle, and high schools with high student achievement. It is the highest honor an American school can achieve. In the past, his campus was named the #1 High School in North Texas by Children at Risk and #1 Best STEM High School in America by Newsweek, among other recognitions! He also served as a past president of the National Society of Leadership and Success during his undergraduate studies. He has served on the Board of Representatives for the Association of Hispanic School Administrators. A son of immigrants and a first-generation college student, he is honored to have been a keynote speaker for various fundraising functions aimed at helping our next generation of young citizens achieve their dreams.
